[DEMUG] text within html comments

Hi all,
I hope that one of you has the answer to this puzzler. I am not a
techno, and don't understand a lot of the discussions on DEMUG, but I
am impressed that some of you folks know so much about computers. So...
When I do websites, using WebDesign by Rage Software, I use includes.
These are files which are used on multiple pages, so it makes it easy
to update an entire site by making one small text change. The
includes files are in their own folder, within the main site folder.
The includes are put into the pages via html comments, for example:
<!-- wd_include file="footer"--><!-- /wd_include file="footer"-->
When the web pages are uploaded, the includes display properly on the
web. However, the text within the html comments is not supposed to
show on the web pages on my computer.
I've used WebDesign for several years. Everything worked great until
a few weeks ago. Now, whenever I open one of the web pages on my own
computer, to work on it, the include repeats itself, so that I get:
<!-- wd_include file="footer"-->All images and textual content are
the exclusive property of Columbia Falls Pottery, and cannot be used
by other persons or organizations without written permission of
Columbia Falls Pottery.<br />Copyright 2007 Columbia Falls

If I close the file, and reopen it, the file repeats yet again, so
that I get:

I have to manually remove all the text within the html comments, save
the file, and upload it without opening it again. As you might
imagine, this is very cumbersome.
I am running OS 10.4.11 on a G4 desktop, with the latest version of
WebDesign. I have run DiskWarrior on the computer, and no problems
appear. I have uninstalled and reinstalled the WebDesign software.
The techs at WebDesign cannot reproduce the problem, and apparently
nobody else in their world has this problem. I was convinced that it
was some glitch in the WebDesign software, until...
The WebDesign software runs fine on my G4 Powerbook, also running OS
10.4.11 No problem at all! So, it must be something in my G4 desktop
computer, but WHAT? I'm having no problems with any other software.
Does anyone out there in DEMUG world have an answer?
